Synced and Non-synced bookmarks import under same top-level directory

If there are bookmarks in a top-level folder where some are syncing and some are non-syncing, the bookmarks that are exported will not import in the same manner they previously were.

Expected Results:

• They should be imported the same way they were previously. It'll have to be determined if that is possible to do.
