Feat: Issue Creation Based on Alert Severity

Feature Description

The feature should enable to generate only Security GH issues that are above defined AquaSec alert severity level. New input that will be equal for example to HIGH, will generate only HIGH and CRITICAL issues. This will help teams to focus only for high severity tasks that needs most attention.

Problem / Opportunity

Currently all issues that are captured by the AquaSec are generated. LOW, MEDIUM, HIGH and CRITICAL. That is now wanted by the teams.

Acceptance Criteria

1. New input is added that enables this feature
2. Only GH issues that are >= alert issue severity are generated
3. tests
4. documentation
