Question about the svd update

It seems that the flpack have already be removed from the linalg. Is there any way to use this package now?

m, n = 400, 200
np.random.seed(0)
A = np.random.randn(m, n)
U, S, Vh = np.linalg.svd(A, full_matrices=False)
a_col = np.random.randn(m)
U_col, S_col, Vh_col = update_SVD(U, S, Vh, a_col, a_col_col=True)
I try to use the above code to test the svd_update.py, but it returns
raise ValueError("LAPACK root finding dlasd4 failed to fine the last singular value")
ValueError: LAPACK root finding dlasd4 failed to fine the last singular value
