Loading the native DLL failed

1. Deploy the MainApp succeeds but not seeing it deploys the ActivatableOptionalPackage1 and ActivatableOptionalPackage2.
2. Deploy the ActivatableOptionalPackage1 succeeds.
3. Running the MainApp, the native DLL can't be loaded due to the ERROR_MOD_NOT_FOUND.
