Quest 900510 "Halloweeny has work for you" wrong Quesstarter

**Description**: Queststart for Quest is wrong. Should be NPC 800069, but is wrong.

**Current behaviour**:  Queststart is wrong!

**Expected behaviour**: Quest should start at other NPC!

**Steps to reproduce the problem**:

1. Start Halloweenevent
2. Tele to Insel
3. Walk over Bridge and check Quest
