How can I add a custom component as optional to a Resource Type in 5.0.2?

On multiple fresh installs of 5.0.2 I don't seem to be able to add component as optional to resource types. I can select the component under optional, but there is no update button or any visible way to make the change take effect. It seems possibly broken?

If I install an old 4.3 version, I have an update button. But I click update on that version and it updates but it doesn't actually save the change.

Is this just broken in multiple ways across multiple versions?
