King of Swords does not appear

Describe the bug

(please forgive awkward wording, i have dyspraxia. thank you)

King of Swords will not appear no matter what i do - most notably, if i use Banner to disable all other minor arcana, it still doesn't appear even then, either from Telamon or from a Minor Arcana pack, instead giving multiple of Ace of Cups (which i assume to be the default card when everything is banned.)
i have pulled so many Minor Arcana packs both with and without having a Rental or Perishable joker in case it makes a difference, and it's never shown once - i've seen the apostles quite a few times even

To Reproduce

1. Using Banner, ban all Minor Arcana cards except King of Swords.
2. Begin a run with Silver Deck - if Banner is configured correctly you will get a random Major Arcana card instead of the usual starting card.
3. Open a Minor Arcana pack. It will be full of Ace of Cups.

Expected behavior

with all other Minor Arcana banned, i expected the booster pack to be full of King of Swords; without use of Banner, i expected King of Swords to have come up at a similar rate as any other non-Apostle Minor Arcana

Additional Context

i do have other mods though without a crash i don't know how i would debug this to find a culprit, and i'm worried about losing my data if i disable them for testing. the mod list (taken from an unrelated crash log 2 hours ago for formatting reasons) can be found here
if there's an easy way to back up my profile (i will look into it when i can) or i can be 100% guaranteed disabling a mod and reenabling it later won't lose collection/unlock progress, i will test with just paperback, banner, and dependencies if needed

i can confirm this still happens with only paperback and banner enabled, so it isn't a mod conflict (except in the highly unlikely chance it's a problem with banner, which would be difficult to prove without code knowledge)

King of Swords can only spawn if perishable or rental cards are able to spawn, I don't remember exactly which stake is required for either of those, but they won't spawn in white stake (unless another mod enables the modifier)

ah, okay - i figured that having a joker with perishable or rental would be enough to flag it, given that paperback itself can cause the former with selling certain ego gifts. thank you for the clarification :)
