Need a settings/config table

Need a table and a convenient system to get setting specific to the installation. Something like a combination of the prefs (bauble/prefs.py) from Bauble 1 and the old Bauble "meta" table.

Needs:

1. key/value for column
2. a user_id for user specific settings
3. anything that's doesn't have a user_id should be considered a organization wide setting
