Add a CL Interface

• Uses the P2P system in Add a P2P system #3 as it depends on it for discovering and connecting to peers; which will influence how the blockchain and each wallet are going to be saved (using PouchDB, JSON, MongoDB, PostgreSQL, ...).

Note: Try using bandersnatch instead of vorpal.
