Compelling points with research we need! (porting from a previous Google doc to GitHub discussion)

Feedback points to consider

• I wonder if we could lead more with the mixed-governance point. Civil + canonical + Magisterial in a single deployment decision could be a great hook...a little buried right now.
• Re the sole China reference at top: Is China's framework actually proliferating into Catholic institutional contexts? Restrictive EU AI Act may be the sharper contrast to USA's current pro-AI posture under Trump.
• 12–18 month lag stat is powerful - cite source?
• Re: 3–6 month opportunity window. What specifically gets locked in if we miss it?
• Clarify "three layers" — the text shifts between two different triads. Civil/diocesan/Magisterium is the stronger one for this audience.
• Scope the vetting criteria explicitly — deployment only, or does it cover building and testing too? Vendors need to know.

Consider adding:

• A "Catholic by Design" framing when the education vendor problem is introduced
• One sentence reconciling subsidiarity and solidarity before Section 7 — readers feel the tension earlier it's addressed; it's a great point in the doc worth raising higher
• Any precedents for cross-diocesan coordination in healthcare or education (assuming there are!). This would make CDCF's model feel achievable, not just aspirational.
