Implementing BQtweaker's linking function

BQtweaker comes with a function to allow packdevs to link to websites within the questbook, would be useful to have implemented into BQu.

Since it looks like this fork is no longer receiving updates and/or the missing BQTweaker changes aren't wanted, I've went ahead and branched BQTweaker into BQUTweaker to add the missing changes to BQ Unofficial.
