Precise reason when a service couldn't be created with the create command #2
Description
If null is returned by the createCloudService methods, a reason (String) should be returned additionally. Modules should also be able to change the reason in the CloudServiceCreateEvent in the node (e.g. the maxServiceCount by the smart module).
This reason should then be displayed in the create command (and maybe ser NAME start).
