Tool exits with "Could not find queued run."

Describe the Bug

backfill-cdp-instance fails after invoking command to backfill.

Expected Behavior

backfill-cdp-instance should "stay alive" and queue a new workflow when the current workflow finishes.

Reproduction

Verify $GITHUB_TOKEN is present in environment.

backfill-cdp-instance OpenMontana montana-legislature-council-data-project 2023-03-17T00:00:00 2023-03-18T23:59:59 --outfile mtleg_backfill.log --iter_days 1 --overlap_days 0
