Only works with VPN

For me it is not possible to access my Music library unless connected via VPN.
-> yes, I know that sounds like a user error - let me explain.
With other clients or via the Navidrome web interface I can access my library just like that - no issues (the other clients have other issues) - this is expected behavior, as I am connected to the same network as my server.
Chora however requires me to connect to my tailscale VPN.

If I am not connected via VPN I get a timeout error when trying to add the server as a new media provider.

Are you running Android 17? If so it needs a new permission to connect to local network devices. It is not included in the current release so it gives a timeout error. It will be added in the next update.
