Provides actions to open IDE Keymap Settings. Can be assigned to any shortcut.
Look for "Open Keymap Panel" and "Open Keymap Settings" actions in Settings | Keymap to change the shortcut.
The default shortcut is Ctrl+Alt+Shift+; to open Keymap as a standalone panel and Ctrl+Alt+Shift+" to open the
full Settings dialog with Keymap navigated in the tree on the left.
