Provisioning Template Not creating Instances with container packages

I confirm that

• I have searched for an existing bug report for this issue.
• I am using the latest available version of AMP.
• my operating system is up-to-date.

Intended Action

I have notice that provisioning templates is not creating instances with required container packages.
I have tried add provisioning flags to the provisioning template and whmcs but it won't create instances with required container packages.
This is a issue for running a hosting company.

If I create instances manually it will create them with container package.

I can't be creating instances manually as my customers have to wait hours to receive there services as provisioning template not creating instances with required containers packages and instance has error as they are missing required packages.

Expected Behaviour

WHMCS Create an instances with all required containers packages.

These are instance I have tried that require containers packages Luanti, Mysql, TeaSpeak

MySQL require packages

Actual Behaviour

WHMCS create an instance with out all required containers packages.
Same thing happens if you click deploy Template in AMP

Reproduction

Create provisioning template with base application of MySQL and deploy this template
with post creation update and start
wait a little while the instance will change from updating/starting to error.
The click manage instance
and error will pop up.

then click console and you see missing package error
