Follow-on to #336 (self-manage). scripts/architecture-shift.sh currently FILES architecture-shift proposals as forum issues only — real execution (skill add/delete/merge) is gated on the multi-instance vote (spec 18 §2 ROLLOUT, depends on #338).
Scope of #336b:
- Tally votes on an
arch-shift-labeled forum issue (quorum + threshold per spec 18 §2).
- On pass → self-manage executes the structural change (worktree → eval-loop gate → PR).
- On fail/timeout → log REJECTED, comment on the issue.
Depends on #338 ROLLOUT vote primitive.
