Description
When running Setup.ipynb, the dataset download fails with an HTTP 403 Forbidden error.
However, accessing the same file links directly via a web browser allows the files
to be downloaded successfully.
This suggests that script/notebook-based downloads may be blocked, while
browser-based access is permitted.
Providing instructions for manual download or clarifying this limitation
