move and document scripts to generate a knowledge base files to a script folder in main knowledge base

Currently there is a script in bulk up in SCAFFOLD (knowledge_base_generator.py) that should be moved to a script folder in main KB and we should include documentation on how to use it to generate messages and measures JSON filles from a template excel file. We can also include an example of the template file there.
