Add ability to add auth only on admin tools

Currently with `ee auth create/update`, we have ability to create/update auth globally and on individual sites. However, we cannot create/update auth on admin tools. 

User should be able to create/update auth just on admin tools.

Syntax:
```
ee auth create admin-tools ...
ee auth update admin-tools ...
```
