Agent investment fails with `Incoherent model: Error`

I'm playing around with the UK power sector model and I've got it to get as far as the first year of investments, but then it fails with the above error message, which supposedly should be impossible to trigger. I don't even know how to begin investigating this...

To recreate:

• download the model in question (attached)
• as it currently stands, the model doesn't have enough capacity in the first year, so you'll have to increase the size of an existing asset (I increased the first nuclear_agr asset to 300 so that there's enough capacity to pass the first dispatch but not enough for the first investment year)
• run
