Add ```temperature``` input arg for Phi-4-multimodal-instruct model.

## Desired Change
The temperature input arg is currently not turned on for the Phi-4 model. I forget why I removed it (possibly an accident). 

## Rationale
Temperature good. Also it's in the other models so from a consistency standpoint it should be in there.
