Add a delay before the initial heartbeat for a span is sent

We would like to have a configurable delay before the initial heartbeat for a span is sent. The default value could be the same as the current default for the heartbeat frequency. The goal is to avoid sending very short-lived spans as partial span events, as this would spam the system for no actual added value.
