Add note on maturity of project concept and it's implication for skills required

## Goals
As a project sponsor, I want to be aware to consider what skills to prioritize for my tender

In a nutshell: when project concept is less advanced, I need to make sure to not stipulate a "discovery period", but also ensure that the relevant skills can be found in the winning team.
