detect missing from jalist

[Gjum]

• detect when entire jalist has been scanned
• get list of all groups that occur in jalist
• find all snitches that are missing from jalist
• if the missing snitch's group occurs in another jalist snitch, mark as gone
• otherwise mark as "lost access"
