After reading convention 32:
Konvention 32: Distributionen von Datensätzen MÜSSEN mit einer Lizenz ausgewiesen werden. Für die Kennzeichnung der Lizenzen MÜSSEN die unter http://dcat-ap.de/def/licenses/ genannten URIs verwendet werden. Zusätzlich MUSS auch ein dcat:DataServices mit einer Lizenz versehen werden, wenn die Daten die er ausspielt, eine Lizenz haben.
I visited the license list published here: https://www.dcat-ap.de/def/licenses/ and now really wonder why the original licences URIs are not allowed to be used.
For example CC license URI https://creativecommons.org/licenses/by/4.0/ is not allowed. Instead you urge to use http://dcat-ap.de/def/licenses/cc-by/4.0 which resolves to https://www.dcat-ap.de/def/licenses/20210721.html#cc-by/4.0 instead of the original CC definition.
This imo makes little sense and somehow counteracts some semantic web principles (https://www.w3.org/DesignIssues/LinkedData.html) such as the use of HTTP URIs to link concepts and names.
I would propose to change this convention and instead also allow the original license URIs
