Feature Request: Dead players are set to not be able to send group messages

Maybe it's also nice if, in the nighttime, players can't send messages. Group admin also has options to configure this

@irchamaji We discussed this ages ago, and we decided not to because admin rights on the bot flooded it with all of messages, and kinda overloaded the servers.

With new permission for disallowing people to send messages, I suppose it could be set, without needing too much work, but the problem of exposing the bot to all the output from a chat is still there
