"Show whitespace" dots change color when a `TODO:` comment is present in source file

If "View: Toggle Render Whitespace" is enabled in vscode, when adding a // TODO: comment, the color / highlighting of the whitespace dots changes. (In particular, they become much more high contrast, which annoys me greatly)

This only happens when todo-tree extension is enabled, even when it's the only one enabled
It also happens on a blank vscode settings.json
