hal0 setup: Agent step should offer 'reuse Main model' / 'skip'

Follow-up from #833. _choose_model("agent","coder") in cli/setup_ui.py only offers a coder model pick; spec §6.2 step 5 called for 'use same model as Main' / 'skip' options too. Minor UX.
