Space dragon cannot use their fireball

What happened?

The space dragon antag cannot use the "Dragon's Breath" action to summon a fireball.

What should have happened?

A fireball should shoot out when the action is used.

Steps to reproduce

1. Spawn in as a dragon
2. Use the action
3. See that nothing happens
