ssh permission denied when deploying FfDL on public cloud

I am deploying the FfDL on the huawei cloud, and met this problem after make deploy command:

Failed to generate credentials open /etc/ssl/dlaas/server.key: permission denied

I found the problem from the log of the pod( below is the log of ffdl-lcm):

What is the reason of this problem, and does any one meet this problem before?
