"Add Site" does not check for empty entries

As of now, it looks like the functionality for "Add Site" simply appends whatever the most recent items in the list are, which can include blanks. These can also include duplicates, and even duplicate blanks, such as in the following scenario (where one clicks "Add Site" multiple times):

Should this be something that is repaired for the sake of consistency, and for general UX (in case "Add Site" is not immediately understood as a function)? I would argue that coming up with a better scheme than using "Add Site" is the long-term goal, but wanted to gather thoughts on the matter.

Add Site just adds a new row right now, it doesn't actually save or do anything like that, and thus doesn't care about this. However, that naming is confusing, since it makes it seems like the row above it is a form, and "Add site" acts as a submit button.

Is this in any way addressed in your Scroll Stop mockups/redesigns? We might want to create a static list with edit buttons, and then a form to add a site. That would also prevent needing a separate save button.
