Annotated whereis.dribble for ~15 errors.

I annotated the whereis.dribble to describe the causes of the errors (Warnings), as best as I could determine.
These ought to be fixed so that the whereis database is correct.
These may also impact the construction of the fuller.database.

where is the annotated file? I dont see it.

Why is this a "bug"? There may be some bugs that the annotated whereis dribble will illustrate, but that isn't clear in this issue.

(And I don't think this is online+installers project. I'd suggest "test" expanded to include doing work to test the system (including surveying dribble files) and diagnose problems detected.
