SQLCipher Support for better-sqlite3 #18

Description
The SQLite database needs to be encrypted to protect data from unauthorized access.
Since we are proceeding with better-sqlite3, rather than manually configuring sqlcipher, Signal Desktop App already have version of better-sqlite3 configured with the sqlcipher in signalapp/better-sqlite3.
Additional context
For now, we will try to configure and use the signalapp/better-sqlite3.
