minor reference page issues

I'm filing this issue to track a few minor issues with the OpenCL 3.1 reference pages:

• The page title is still "OpenCL 3.0 Reference Pages". This should be updated to OpenCL 3.1.
• The new clGetKernelSuggestedLocalWorkSize API is not listed on the left hand frame anywhere under "Runtime APIs". It is listed under the alphabetic contents, so the page does exist.
• The links to "For more information, see the OpenCL Specification" are all to the prior 3.0-unified path, not to the newer path without 3.0. We have the redirects in place, so the links are not dead, but they should be updated to the new path directly.
