Missing `vulkan14requirements` in VP_LUNARG_minimum_requirements.json

1.0 to 1.3 are described, but 1.4 is not.

I'm planning on starting to use `profiles/VP_LUNARG_minimum_requirements.json` in Mesa to automate reporting the vulkan versions supported by each driver, and it would be convenient if vk 1.4 support could also be reported (and we'd be grateful if it could be made a process item for future releases to update this file at the same time as the rest)
