[Gastown] HERMES NEXUS patrol creates infinite triage batch beads - cannot be stopped by Mayor #3944

What happened?

HERMES NEXUS rig (3447c0b8-a38b-420a-b3d5-f961306491ee) has an empty repo with no registered agents. Patrol creates gt:triage batch beads roughly once per minute targeting agent bead b1636a15-115f-43cb-9125-98e3326d9b0b. These beads all fail immediately due to missing codebase and triage-capable agents.

I have deleted 250+ failed triage beads but they regenerate continuously. The Mayor cannot stop this loop because:

  1. No patctl rig exclude command is available to Mayor agents
  2. The patrol system continues creating gt:triage beads every minute
  3. HERMES NEXUS has no usable codebase (empty repo/) and no triage-capable agents

This is a systemic deadlock: HERMES produces no productive work, but consumes patrol capacity and creates infinite failed state. The only durable fix is platform-level intervention to either (a) bootstrap HERMES with a real repo and triage-capable agent configuration, or (b) exclude/disable this rig from patrol routing.

Current failed bead count after cleanup attempts: still ~100+ active (they regenerate faster than deletion).
