Return metadata information for datasets we cannot read

Some of the datasets are not a NOAA template or lead to folders. But the study ID page is still there with some relevant metadata information. Up to the get_tables functionality, we should be able to get info back. We should do so and then print a more relevant information based on the type that was detected. In some cases, people are interested in meta-analysis

For instance, "We currently only support NOAA Templated File, the [FileType] is not supported"
