[12-10]: Allow extensions to have config menu

What does it do

I'm developing tunelab-neutrino-tau, a voice engine for Neutrino Tau. It has an important configuration, a path to neutrino.exe. I'd like to have a menu that changes this path. A single callback menu would do the job.

Maybe you could try showing a dialog that lets the user set the neutrino.exe path when the engine initialization fails to find it, and then save it to your custom path. A possible timing for this could be when the user first opens the context menu on a part (since that action triggers engine initialization).

That's exactly what it currently does. But "delete neutrino directory or config file to reconfigure neutrino path" is too user-unfriendly imo.
