Faction Quest System issue - Quests cannot be accepted from the specific npc. #596

When you finally may get quests from the specific npcs and the list is filled you cannot accept the quests.
Repro steps
Best to have a char who did all till this moment in the 50s epic quest line, which currently is impossible to reach cause of failure in the dungeon before the sky fortress takes off.
