Include scripthor reference to the documentation boilerplate.

The doc boilerplate (local.md) has a slightly outdated documentation. It is OK and works, but it neglects the fact that some scripts (bundled with the project as a dependency via Scripthor) already take care of many of the tasks described.

I propose the documentation for local installs should maintain the "manual" update but also reflect the fact that there is a script (reload-local) that can handle the exact same tasks.
