Port this WPF TextBoxAutoComplete to multiple targets of .NET releases

I suggest to port this WPF TextBox AutoComplete to multiple versions of .NET, such as .NET 4.0, 4.5.1, 4.6 and 4.6.1. We then can generate NuGet package with multiple versions of .NET for broader visibility if the users of WPF TextBox AutoComplete NuGet package wants to target .NET specific release.

The benefits are quite trivial:

• Ensure compatibility with various .NET releases, such as .NET 4.0, 4.5.1, 4.6
• Clearer release visibility when released as NuGet package
• Can be used as starting roadmap to ensure compatibility with .NET Standards of 1.5 and 1.6

I offer myself to assist you to help in implementing this issue. 😄

I'll create a separate Work-In-Progress PR today to support Nuget V3 (the nuget package that supports .NET Framework granular version dependency). To maintain high compatibility, I'll migrate this project to support VS 2015 Update 3.
