concept sets?

Would you consider the possibility to store concept sets without being part of a cohort definition?
I've seen also this repo: https://github.com/OHDSI/ConceptSetLibrary (although it is empty)
I don't know if you see this as a possibility in this repo or as sth that should sit elsewhere
