[Windows 11] Classic Explorer ribbon and status bar do not respect dark mode

Describe the bug

On Windows 11, running 4.4.196, the ribbon and status bar of Classic Explorer don't change color when dark mode is enabled.

1. Enable dark mode in Windows
2. Enable Classic Explorer
