Introduce Matter 1.7 compatibility #217

Problem statement

Matter continues its release cadence with version 1.7 as the next major spec update following 1.6 and 1.6.1. The specific feature set of Matter 1.7 is not yet publicly defined by the CSA, and internal scoping for what Home Assistant will prioritize from the 1.7 specification is still to be determined.

Staying current with Matter spec releases is increasingly important as device manufacturers certify against newer versions and users expect Home Assistant to support the capabilities those devices expose. The gap between spec release and controller-side adoption has been a recurring friction point across the ecosystem, with several platforms still running on Matter 1.2 or 1.3 while devices ship against 1.4 and beyond. For Home Assistant to maintain its position as the most capable and up-to-date open Matter controller, each new spec version needs a corresponding adoption plan.

This opportunity establishes the placeholder and planning structure for Matter 1.7 compatibility work. It will be scoped in more detail as the CSA spec definition matures and as internal prioritization across the 1.7 feature set is completed.
