Configure tracks to allow more than 32 cars

AMS2, like PC2, has a 32-car limit, that is not great for tracks like Le Mans or the Nordschleife. There is a way to relax this limit, documented here, but it uses JSGME.

CM should:

• Allow changing the maximum limit for each track in the trd file.
• Force installing bootfiles if that setting if enabled, even if there are no mods to install (Display custom bootfiles in mod list #90 should be implemented first or users would be confused).
• Optionally, it could automatically do what is required on cheat engine, leaving the in-game settings to the user.
