Delegated aws account for dce management instead of master

I read the quick start in the docs. Does dce have to be deployed in the master account? Or can it be deployed in a dedicated account?

Does it need access to aws organizations?

Edit: in the concepts doc, it says

Master Account

The master account is the AWS account that contains the DCE infrastructure used to manage the child accounts that are in the account pool.

So perhaps the DCE can be deployed to any account and not the aws org master/root account?
