Upgrade Search-R1 to support latest vLLM and Verl

I would like to ask if it is possible to upgrade the codebase and environment to support the latest versions of vLLM and Verl. Since I need to leverage some of these new features, an updated setup compatible with the current versions of vLLM and Verl would be greatly appreciated.

We tried vLLM but ran into weird tool calling issues with poor performance. We're investigating and aim to support both vLLM and SGLang by end of month.
