Re-enable mod-broadcast for console

Hey!
I'm very glad that your plugin is still alive for that long time! :)
But unfortunately, in v2.0.0 it is no longer possible neither to send mod-broadcast from console nor from a command block. In much earlier versions, it was. It has been an essential possibility of logging special actions via command blocks to staff members (e.g. as notification during an event or as notification when a user pushes a certain button).

Hopefully, this re-addition shouldn't eat that much time so it whould be very nice if you added it to reportrts.

Sending mod-broadcast from console is still an issue in 2.0.0-b62 and MC1.12.1. I will be grateful if you can provide some help.
