some typo on command help comments

Hi, some typo here in command help comments, low priority but need to be fixed before main net launch.

1. qoscli query -h here phrases is supposed phases

inflation-phrases     Query inflation phrases
  total-inflation       Query total inflation QOS amount, both in genesis and inflation phrases
  total-applied         Query total applied QOS amount, both in genesis and inflation phrases
